Pre-event consultancy and on-site services are undertaken by our Qualified Safety Officer in a Place of Public Entertainment.

Our team has over 25 years experience in events of all sizes – from major music festivals to small community facilitated events.

Hugo T Armstrong


Bay City Events Director, Hugo was Artistic Director, Manager and Promoter of the Queenscliff Music Festival 1997 to 2005. During this time, they won the National Tourism Award for Best Festival Event category as well as winning the Victorian Tourism Award over three consecutive years, placing the QMF in the Victorian Tourism Hall of Fame.

Hugo had a popular weekly radio show on Melbourne radio station PBS 106.7FM for 21 years. He is also the music programmer for several other festivals, including the Echuca Winter Blues Festival, now in its 15th year and spearheads the team bringing Geelong – Victoria’s second‐largest city – it’s first ever major music festival.

Hugo was awarded the Centenary of Federation Medal for service to the music industry and has an Advanced Diploma of Events and an Advanced Diploma of Management also a registered guard & crowd controller.

Chris Longmore

General Manager & Safety Officer

Bay City Events General Manager, Chris has extensive experience in music, events, ticketing, risk management and event logistics.

He has worked with numerous regional music festivals, at Ticketmaster, M2006 Commonwealth Games, A Day on the Green and Membership & Live Music Week manager at PBS 106.7FM. Chris has also programmed a range of festivals including the Echuca‐Moama Winter Blues Festival, the Knox Festival, Stringybark Suburban Sustainability Festival and Festival of Sails.

Chris was awarded the Australia Day Young Citizen of the Year award for the Queenscliff region for his contribution to the local community and music industry.

In recent years, Chris has specialised in safety and risk management, culminating in the launch of Bay City Event’s offshoot, BCE Safety First Event Services – providing pre-event safety consultancy (including management and emergency management planning and documentation) and on-site Safety Officer services.

Chris has an Advanced Diploma of Events, an Advanced Diploma of Management, a Diploma of Business and is a qualified Safety Officer in a Place of Public Entertainment.

In his spare time, Chris is a volunteer with the Country Fire Authority where he holds the positions of Lieutenant and Health and Safety Representative.
